Duties & Responsibilities


Personnel:
• Confirm site personnel / visitors have undertaken site inductions.
• Conduct site safety inductions for all personnel requiring access to the precommissioning area.
• Ensure that site employees are provided with adequate PPEs based on Task Risk Assessment.
• Ensure that site personnel are competent & qualified to carry out the given task, passed and obtain adequate approved by company certificates on mandatory HSE trainings.

• Participate in and conduct Toolbox Talks.
• Provide first point of support for Company’s site representative.
• Provide practical interpretation to Company / Contractor site representatives of standards, procedures and guidelines to ensure compliance with HSE requirements.
• Promote AIF culture via continual communication with workforce and supervision.

Communicate incident reports and lesson learned to site personnel


Training / Instruction Provision:

Providing HSE mandatory training courses to support the elements of the HSE Management System such as Induction Onshore (Shah Deniz 1 Sangachal Terminal Expansion Program) & Offshore, Work at Height, Manual Handling, RTC, Behavioral Observation Safety System, Dropped objects, Office Safety.

• Monitor Contractor site activities comply with Company’s expectations and contract requirements through site inspections and audits.
• Audit emergency response capabilities and witness drills / exercises to ensure Emergency Response state of readiness is maintained for Company and Contractor personnel on construction sites.
• Monitoring Contractor Compliance in Emergencies and Drills.
• Support the implementation of Permit-to-Work system and Task Risk Assessment to identify risks and implement controls.
• Carry out joint bi-weekly Site / Workshops / Warehouse inspections and monitor to close out action items.
• Participate in H&S assurance process via daily worksite inspections, Safety Observation Conversations (SOC) , Behavioral Observation Safety System (BOSS), Risk Assess It, Talk It, Check It (RTC) 
• Ensure availability of required documentation on Site / Workshops / Warehouse and assure understanding by effected personnel.
• Maintain adequate stocks of safety and emergency equipment on Site / Workshops / Warehouse.
• Implementing programs to systematically verify that personnel, plant, equipment, systems of work and all services provided to project by suppliers and meet contractual and client's Requirements. Intervene in any non-compliance. 
• Assisting with the implementation of the Contractor HSE Self Verification Program and Implementing Self Verification Program to systematically verify that personnel, plant, equipment, systems of work and all services are provided to the project and meet contractual and client's Requirements. Intervene in any non-compliance. 



HSE Support in:

Construction of Oil & Gas Pipelines, Oil & Gas Refinery Facilities Construction, and during Commissioning and Shutdown Activities

• Working with the contractor HSE Department to ensure that the risk management process is effectively implemented at site supervision level. Attending Contractor Task Risk Assessments.
• Periodically reviewing Contractor site specific HSE Plan and updating as required.
• Liaise and advise Contractor Project Manager and Project Engineers on all HSSE Matters.
• Ensure that Company and Contractor policies and procedures are adhered to.
• Ensuring that programs (RTC, SOC and BOSS - or equivalent) are being effectively implemented and to coach individuals and teams where improvement is required.
• Providing HSE support and advice on HSE requirements to Commissioning Staff during commissioning stage / phase of the project.
• Consistent with Transportation of Personnel and Equipment Program - Ensuring provision of safe transportation and liaising with Road Safety Coordinator / Transport Manager to ensure compliance with contractor terms and conditions and client's requirements.
• Attending and participating in daily Contractor Toolbox and RTC meetings;
• Participating in weekly and monthly Company / Contractor Safety Meeting as required.
• Tracking HSE related actions from audits, inspections, safety observations and risk assessments to completion.
• Supporting Deck HSSE Lead in delivery of the Offshore Facilities Annual Action Plan and SD2 HSSE Plan.
• Assisting Deck HSSE Lead in assessing, prioritizing and managing project risks consistent with the GPO Risk Practice as part of the Risk Assessment and Management Program.


Reporting / Recording:

• Reporting unsafe acts and unsafe conditions using the site behavioral safety program and notify Line Management and HSSE lead of any Incidents occurring at site. 
• Reporting to Project Engineer
• Maintaining all required HSE documentation and records
• Maintaining and updating “action tracking log” (software), compiling HSE monthly trends.
