Responsibilities:

Demonstrates in-depth knowledge of discipline-specific principles, processes, standards, best practices, and tools.
Applies cost estimating methodologies and practices across all CPDEP phases.
Develops and verifies cost estimates of various classes (Class 1–5) with a focus on accuracy, integration, and risk assessment.
Establishes and manages cost estimating and performance benchmarking processes and standards.
Develops and analyzes integrated cost estimates and participates in preparation of key project documents (PEP, Basis of Estimate, procedures, reports).
Coordinates and manages contractors and project team members in developing integrated cost estimates.
Works closely with Project Controls to develop and analyze cost reports and forecasts.
Supports rebaselining and estimate updates in case of project delays.
Conducts benchmarking exercises and supports cooperation with global partners such as McKinsey, IPA, Deloitte, and AP-Networks.
Develops and implements performance benchmarks to evaluate project success and identify improvement opportunities.
Leads and provides guidance to project teams on cost estimating and benchmarking processes.
Ensures compliance with Chevron’s WBS/CBS and BOE requirements in cost estimates.
Utilizes technical expertise across multiple disciplines to ensure the quality and integrity of cost estimates.
Analyzes project performance metrics and recommends corrective actions when deviations are identified.

Requirements:

Higher education in engineering or a related technical discipline.
Minimum 6 years of relevant experience in cost estimating and benchmarking.
Experience with industry benchmarking platforms or databases.
Proficiency in Kazakh, Russian, and English (Upper Intermediate).
Strong computer literacy: MS Excel (advanced level), Power BI, MS Project, and cost estimating software such as Aspen Capital Cost Estimator, Richardsons, and Page & Nations.
Skilled in data analysis and risk management tools: ACCE, Aspen-in-Plant, DA Tools, Economics, SWOT, u-Risk, Contingency Calculator, and advanced Excel.
